INTRODUCTION — A MESSAGE FROM ROB RUSH 


We are returning power to the people — not to parties or billionaires.
I am a small-business owner and neighbor, not a career politician.
Together, we will end corruption and division and Reclaim the Republic for ALL of Our Neighbors.



1. ECONOMY AND JOBS — A PEOPLE’S ECONOMY


• Billionaire Minimum Tax — close loopholes and end corporate welfare.
• Ban hedge funds and corporate landlords from buying single-family homes; expand co-ops and first-time buyer aid.
• Union floor for federal dollars — all federally funded jobs must pay fair wages and meet training and safety standards.
• End hidden tariffs — roll back broad Trump-era tariffs that act as hidden taxes on families.
• Protect Social Security and Medicare; index wages to inflation.
• Revive local manufacturing in Northwest Georgia — clean tech, ag-tech, wood products, and carpet innovation.



2. HEALTHCARE FOR ALL — A HUMAN RIGHT


• Medicare for All with optional private supplements; protect rural hospitals.
• Cap drug prices and prosecute anti-competitive pharma behavior.
• Fund community clinics, mental health, and addiction recovery.
• Legalize and regulate natural medicine (including cannabis).
• Protect reproductive freedom as part of comprehensive healthcare.



3. INFRASTRUCTURE AND TECHNOLOGY — BUILDING THE FUTURE


• Create a National Infrastructure Corps for green projects and disaster response.
• Deliver universal rural broadband to every home and business in GA-14.
• Promote energy resilience through microgrids and local solar storage.
• Establish a Digital Bill of Rights to protect privacy and ban deepfakes in politics.
• Require ethical AI standards and algorithmic transparency.


4. DEMOCRACY AND GOVERNMENT REFORM — END CORRUPTION, RESTORE TRUST


• Overturn Citizens United to end billionaire and corporate purchase of elections.
• Require real-time donation transparency and ban foreign and lobbyist money.
• Adopt ranked-choice voting, open primaries, automatic registration, and paper-verified ballots.
• Offer public matching funds to amplify grassroots donors.


The Term and Trust Amendment

• House — 10 years (5 terms)
• Senate — 12 years (2 terms)
• Vice President — 8 years (2 terms)
• Lifetime cap across chambers — 22 years total in Congress


Cognitive Fitness and Transparency

• Independent evaluations each year after age 70 for federal officials.
• Public fitness summary and oversight by an independent board.


Ban Congressional Stock Trading

• Total ban on individual stocks and crypto during service.
• Allow only blind trusts or index funds; covers spouses and dependents.


End the Revolving Door

• Five-year lobbying ban for Congress and regulators; ten years for Pentagon officials.
• No corporate bonuses or consulting retainers for entering government.


5. VETERANS AND PUBLIC SERVICE — HONOR THE OATH


• Lifetime health and mental-health coverage for all veterans.
• End veteran homelessness through tiny-home villages and co-ops.
• Expand Veteran-to-Farmer and clean-tech training programs.


6. EDUCATION AND YOUTH EMPOWERMENT — KNOWLEDGE IS FREEDOM


• Fully fund public schools and raise teacher pay to national standards.
• Teach life skills — civics, financial literacy, health, and empathy.
• Offer free community college and trade programs with service-based debt relief.
• Provide digital literacy training for an AI-driven economy.


7. ENVIRONMENT AND ENERGY — PROTECT OUR PLANET, POWER OUR FUTURE


• Reach 100% clean energy by 2050 with a just transition for workers.
• Expand home solar, wind, and battery incentives.
• Hold PFAS polluters accountable and fund cleanup for safe water.
• Protect forests, rivers, and farmland through regenerative agriculture.


8. JUSTICE AND CIVIL RIGHTS — LIBERTY AND JUSTICE FOR ALL


• End qualified immunity; require body cameras and de-escalation training for all law enforcement officers.
• Legalize cannabis; expunge non-violent drug convictions; fund treatment.
• Ban private prisons and per-diem incarceration incentives.
• Protect LGBTQ+, voting, and reproductive rights.


9. FOREIGN POLICY AND GLOBAL STABILITY — PEACE THROUGH PARTNERSHIP


• End endless wars and prioritize diplomacy and humanitarian leadership.
• Reinvest defense savings into disaster relief and clean-energy innovation.
• Apply the Leahy Law to deny aid to foreign security forces that violate human rights.
• Support democratic movements through peaceful solidarity, not empire.


10. SPIRITUAL FREEDOM  — FAITH AND FREEDOM IN HARMONY


• Defend nature-based and indigenous faiths.
• Recognize off-grid living, food growing, sunlight and rainwater collection as protected rights.
• Protect plant-based medicine and holistic healing traditions.

I. The Human Rights Bill (Constitutional Amendments)

Amendments are brief by design; enabling laws below do the heavy lifting.


Right to a Thriving Life

  • Guarantees baseline economic security, access to food, shelter, clean water, energy, and essential healthcare.
  • Authorizes Congress to fund a Thriving Income floor and a Civil Works guarantee when private jobs fall short.

Right to Purpose & Fair Work

  • Protects the right to meaningful work, training, and fair scheduling.
  • Requires living/“thriving” wage standards tied to local costs.

Right to Health & Healing

  • Universal access to essential healthcare and mental health; bans medical bankruptcy.

Right to Housing & Home

  • Freedom from involuntary homelessness; requires Housing-First and anti-predatory land/use practices.

Right to Clean Nature

  • Clean air, water, soil; rapid PFAS and toxics cleanup; polluter-pays enshrined.

Right to Energy & the Sun

  • Universal access to affordable electricity; protects the right to generate/store/share solar and other renewables.

Right to Learn for Life

  • Free K-14 (or K-16 phased), debt-free public options, paid upskilling.

Digital & AI Bill of Rights

  • Data ownership, privacy by default, algorithmic transparency, opt-out/appeal of automated decisions, AI dividend for public data use.

Democracy & Anti-Corruption

  • National voting standards, ranked-choice + open primaries, independent redistricting, dark-money transparency, strong conflict-of-interest rules.

Children & Family Security

  • Nutrition, childcare, safe communities, and parental leave as rights.

Economic & Work

  • Universal Thriving Income Act : monthly floor indexed to local costs; phases in via tax credit + direct payments.
  • Thriving Wage & Civil Works Equity Plan: federal job guarantee for climate resilience, care, and local infrastructure; prevailing “thriving” wage.
  • Right to Purpose Act: paid reskilling, career navigation, guaranteed placements in public-interest projects.

Technology & Common Wealth

  • AI Dividend Trust Program: fund dividends from AI-driven productivity gains and public data/value capture.
  • Human Creativity Initiative: micro-grants, studios, and marketplaces for arts/maker entrepreneurship.

Fair Tax & Corporate Accountability

  • Corporate Fair-Share Surtax : CEO-to-median pay ratio triggers surtax; <50:1 earns a modest credit; >50:1 - 5% >100:1 - 10%, 5% per 100 overage (15% at 200:1, 20% at 300:1, etc.).
  • Loophole Closure Act: end offshore profit shifting (GILTI floor), stock-buyback excise hike, carried-interest elimination, minimum effective corporate tax.

Families & Starts in Life

  • Billionaires for Babies & Beyond Act : child benefit, prenatal/early years care, and school meals funded from luxury/wealth surtaxes and buyback excise.

Energy & Utilities

  • Public Power & Choice Act: unlocks municipal/co-op takeover options of failing/price-gouging utilities, establishes a national public distributor of last resort, and protects rooftop/community solar interconnection and fair net metering.
  • Data-Center Fair Share Rule: large users pay cost-reflective rates and fund grid upgrades—no cross-subsidy from households.

Health & Environment

  • Essential Care for All Act: universal baseline care; cap out-of-pocket; negotiate drug prices; end medical debt collections on essentials.
  • PFAS & Forever Chemicals Cleanup Act: Superfund designation, strict discharge limits, and rapid substitution with safer chemistries.

Democracy

  • Free & Fair Elections Act: automatic/portable registration, vote-by-mail baseline, 15-day early voting, ranked-choice/open primaries, independent maps.
  • Sunlight & Integrity Act: ban members trading individual stocks; real-time disclosure; dark-money donor transparency.
  • Local Food & Water Security Act: drought-smart water works, regenerative agriculture grants, right-to-garden and seed-sharing protections.
  • Rural Prosperity & Main Street Zones: zero-interest revolving funds for co-ops, tiny-home infill, and local manufacturing.

How We Pay for it and Why It’s Stable

  • Close top-end loopholes; surtax extreme pay ratios; minimum effective corporate tax; buyback excise; luxury wealth surtaxes.
  • Capture public share of AI/productivity windfalls (AI Dividend Trust).
  • Cut wasteful corporate subsidies; require large energy users to fund their grid costs.
  • Shift from emergency spending to planned, job-creating civil works that lower long-run costs (health, crime, disasters).

Rollout That Shows Results Fast

Day 1–100: cancel medical debt interest/collections on essentials; launch child benefit; freeze utility shutoffs; announce job-guarantee pilot counties (start with GA-14); PFAS enforcement surge.
Year 1: first Thriving Income checks; public works hiring; rapid solar + weatherization for low-income households; insulin/essential drug caps.
Year 2–3: ranked-choice/open primaries enacted; muni/co-op utility expansions; AI Dividend payments begin.
Year 4–6: constitutional amendments move to states with broad left-right coalition.
